U-report: оцінка якості роботи місцевих загальних судів

Проєкт реалізовано Навчально-науковим центром соціологічних досліджень Прикарпатського регіону разом з ГО «Українська молодіжна група» та Територіальним управлінням Державної судової адміністрації України в Івано-Франківській області за підтримки американського народу, наданої через Агентство США з міжнародного розвитку (USAID) в рамках програми “Нове правосуддя”. 

Проект спрямований на моніторингове вивчення думок учасників судових проваджень на предмет оцінювання якості роботи судових інституцій за методикою Карток громадського звітування (КГЗ), що затверджена рішенням Ради суддів України №28 від 02 квітня 2015 року. Виміри якості роботи судових установ Івано-Франківської області за методикою КГЗ, що застосовувалася в проекті, складаються із низки питань, об’єднаних у сім груп показників якості роботи судових установ:

  • доступність
  • зручність та комфортність перебування
  • повнота та зрозумілість інформації
  • дотримання персоналом професійних стандартів
  • своєчасність судового розгляду
  • дотримання суддями професійних стандартів
  • якість судового рішення

Методи дослідження: фокус-групові дискусії із відвідувачами та працівниками судових установ; опитування (анкета із тематичними блоками КГЗ та запитаннями авторського модуля оцінювання). В опитуванні, що реалізувалося на основі спеціальної цифрової платформи, розробку та сервісне обслуговування якої забезпечили науковці Прикарпатського університету, взяли участь 1400 респондентів по всій території Івано-Франківської області (2019, разом 20 інституцій – учасників  дослідження). 

U-report: Assessment of the Quality of Work of Local General Courts

The project was implemented by the Educational and Scientific Center for Sociological Research of the Precarpathian Region together with the NGO “Ukrainian Youth Group” and the Territorial Administration of the State Judicial Administration of Ukraine in the Ivano-Frankivsk Region with the support of the American people, provided through the United States Agency for International Development (USAID) within the framework of the “New justice” program.

The project is aimed at monitoring the opinions of participants in court proceedings on the subject of evaluating the quality of work of judicial institutions according to the method of Public Reporting Cards (PRC), which was approved by the decision of the Council of Judges of Ukraine No. 28 of April 2, 2015. Measures of the quality of work of judicial institutions of the Ivano-Frankivsk region according to the PRC methodology used in the project consist of a number of questions combined into seven groups of indicators of the quality of work of judicial institutions:

  • accessibility
  • convenience and comfort of stay
  • completeness and comprehensibility of information
  • staff compliance with professional standards
  • timeliness of the trial
  • compliance by judges with professional standards
  • the quality of the court decision

Research methods: focus group discussions with visitors and employees of judicial institutions; survey (questionnaire with thematic blocks of the PRS and questions of the author’s evaluation module). 1,400 respondents across the entire territory of Ivano-Frankivsk region took part in the survey, which was implemented on the basis of a special digital platform, the development and service of which was provided by scientists of the Carpathian University (in 2019, a total of 20 institutions – participants in the study).
