Однією із головних перепон у створенні ефективної системи стратегічного планування та управління у сільських громадах є недостатня зрілість систем менеджменту органів місцевого самоврядування, що виражається у недостатній кваліфікації працівників сільських рад, неадаптованості процесів управління до вимог щодо якості стратегічного і проєктного менеджменту.
Сільські громади зіштовхуються з тим, що у складі більшості робочих груп немає експертів, які добре знають положення Угоди про асоціацію з ЄС та стан імплементації відповідних директив, рекомендацій та рішень Європейського Союзу. Це призводить до того, що ряд викликів і можливостей, які зумовлені процесами євроінтеграції, не враховуються при встановленні стратегічних та операційних цілей, в плануванні інвестиційної діяльності та при розробленні програм соціально-економічного розвитку.Саме тому і було реалізовано проєкт «Як Угода про асоціацію України з ЄС впливає на сільські громади?», мета якого – надати методичну допомогу усім стейкхолдерам, що беруть участь у процесах стратегування на місцевому рівні.
В результаті виконання проекту сформовано аналітичний звіт, що містить аналіз усіх виконаних та майбутніх зобов’язань України у рамках Угоди про асоціацію з ЄС у контексті їх впливу на сільські громади та практичні рекомендації органам місцевого самоврядування сільських громад щодо розробки стратегій місцевого економічного розвитку.
Ми усвідомлюємо, що кожна громада є унікальним соціально-економічним організмом зі своєю культурою та організаційною зрілістю, тому рекомендуємо використовувати наведені висновки і рекомендації як орієнтир, на який можна опиратися при розробленні та реалізації стратегічних планів сільських громад.

One of the main obstacles in the creation of an effective system of strategic planning and management in rural communities is the insufficient maturity of the management systems of local self-government bodies, which is expressed in the insufficient qualification of village council workers, the inadequacy of management processes to the requirements for the quality of strategic and project management.
Rural communities face the fact that most working groups do not have experts who are well aware of the provisions of the Association Agreement with the EU and the state of implementation of relevant directives, recommendations and decisions of the European Union. This leads to the fact that a number of challenges and opportunities caused by the processes of European integration are not taken into account when setting strategic and operational goals, when planning investment activities and when developing programs for social and economic development.
That is why the project “How does the Agreement on the Association of Ukraine with the EU affect rural communities?” was implemented, the purpose of which is to provide methodical assistance to all stakeholders participating in strategizing processes at the local level.
As a result of the implementation of the project, an analytical report containing an analysis of all fulfilled and future obligations of Ukraine within the framework of the Association Agreement with the EU in the context of their impact on rural communities and practical recommendations to local self-government bodies of rural communities regarding the development of local economic development strategies was create.
We realize that each community is a unique socio-economic organism with its own culture and organizational maturity, therefore we recommend using the given conclusions and recommendations as a reference point that can be relied upon when developing and implementing strategic plans for rural communities.
